Noland was born on November 8, 1935 in Fountain, MD to the late Harry Edward Sampson and Loretta Ollie Wallace.
Noland grew up in Fountain which is known as Big Woods. In the community, he was surrounded by family. He joined Fountain United Methodist Church as a youth. Noland was a member of the Junior Methodist Choir along with Shirley Wallace, Flossie Hunley, Amy Wilson, and Esther Wallace.
